SUMMARY:Bridge Replacement with Box Culverts
DESCRIPTION:Location: Frisco 3\, 4\, 5 \nSpeaker:  Wes Musgrove\, P.E. – Iowa DOT \nPresentation Description: \nWes will discuss Iowa’s innovative and cost-effective use of both precast pipe and box culverts as a replacement for aging structures.  This presentation will include both immediate and long-term cost-savings and efficiencies of Iowa’s unique and streamlined construction approach. \nSpeaker Bio: \nWes holds a Bachelor of Science degree in Civil Engineering from Washington State University.  He has 26-years of experience with the Iowa DOT\, 16-years of which have involved construction contract administration and materials-related responsibilities in the field in various capacities.  Wes started with the department as an Engineer-in-Training at the Davenport Construction Residency in East Central Iowa where he worked for 4 years before obtaining PE licensure.  He then served for 2 years as the Assistant Resident Construction Engineer (RCE) in Des Moines\, then as the Des Moines RCE for 4 years\, during which the 14-mile I-235 corridor reconstruction project through the Des Moines metro area was substantially completed.  Wes’ more recent experience includes 6 years as the District 1 Construction Engineer overseeing construction contract administration and materials inspection in 12 counties in central Iowa\, followed by 4 years as the Director of the Contracts and Specifications Bureau.  During his tenure there\, Iowa achieved first-in-the-nation status in completing a 100% electronic contracting process from plan turn-in to signed construction contract\, including the implementation of digital contract and performance bond signatures for over 1\,000 State and Local transportation infrastructure projects then valued at $1.2 Billion in awarded contracts annually.  Wes currently serves as the Director of the Iowa DOT’s Construction and Materials Bureau\, where his responsibilities as the State Construction and Materials Engineer for the past 6 years include central administrative oversight of Iowa’s $850M annual Transportation Improvement Program and $4.2B 5-year Program.  Current initiatives being championed include e-ticketing for asphalt\, concrete\, aggregates\, and other materials\, which is a key remaining element to achieve 100% electronic contract administration and materials documentation workflow.

DESCRIPTION:Location: Frisco 3\, 4\, 5 \nSpeaker:  Skip Powe\, P.E. – Alabama Road Builders\n \nPresentation Description: \nMore information coming soon! \nSpeaker Bio: \nSkip is the Executive Director of the Alabama Road Builders Association\, assuming this role in February 2023. Overall\, he has over 31 years of experience in the construction and contract administration industry. He served as Principal for Smith Seckman Reid’s (SSR) expansion into Alabama and Arkansas from October 2020 until February 2023. Before that\, he retired from the Alabama Department of Transportation as the State Construction Engineer in October 2020\, where he had oversight for all federal-aid and state-funded construction projects. He served in a variety of roles in the 4th Division\, 5th Division\, and Construction Bureau during his career and was the Construction Subject Matter Expert for the development of ALDOT’s Construction and Materials Management System (CAMMS). \nSkip is a member of the American Society of Highway Engineers (ASHE) and American Society of Civil Engineers (ASCE) and is an active Associate Member of AGC Alabama and the Alabama Asphalt Pavement Association. In addition\, Skip currently serves on the Integrated Construction Technologies (ICT) Technical Subcommittee for AASHTO’s Committee on Construction (COC). He has been involved with the COC since 2011 including various chairman and leadership roles. With his experience leading the way nationally with the implementation of e-Ticketing\, he currently serves as a Subject Matter Expert (SME) for FHWA’s EDC-6 e-Ticketing Implementation Team in addition to the several e-Ticketing research work groups. \nSkip completed his Bachelor of Civil Engineering from Auburn University in 1993 and is a Licensed Professional Engineer in Alabama. He has three daughters – Erin\, Laurel\, and Josie. Off the clock\, Skip is a college baseball umpire and high school football referee.

SUMMARY:ASTM Committee C13 on Concrete Pipe and the Value of your Participation
DESCRIPTION:Location: Frisco 3\, 4\, 5 \nSpeaker:  Jimmy Farrell – ASTM International \nPresentation Description: \nThis presentation is aimed at demonstrating the value of participating in ASTM International standards development\, particularly for regulators. ASTM committees are made up of volunteer members who participate in all aspects of an industry\, and the more voices that participate\, the more relevant the standards will be to the marketplace\, and the more relevant they’ll be for regulators looking to have ways to meet regulation. They’ll be a brief refresher on ASTM the organization\, and then there will be an overview of Committee C13 on Concrete Pipe.  Which will include how the committee is addressing all areas of standardization in the concrete pipe realm including: concrete box sections and concrete manhole sections used for constructing sewers\, culverts\, irrigation and drainage systems\, low pressure pipeline systems\, and for factory-made compression and self-energizing joints. \nThe presentation will now shift to a case study of how regulatory need and involvement in the standards development process aided in the creation of C1433 – Standard Specification for Precast Reinforced Concrete Monolithic Box Sections for Culverts\, Storm Drains\, and Sewers. \nSpeaker Bio: \nJimmy Farrell is a Technical Committees Manager at ASTM International. He manages 4 technical committees\, C04 on Vitrified Clay Pipe\, C13 on Concrete Pipe\, C28 on Advanced Ceramics and D37 on Cannabis. Along with managing committees\, Jimmy also leads the maintenance and enhancement of a number of the online tools and systems used by ASTM’s membership.
