DESCRIPTION:Location: Grand Ballroom A\, B\, and C \nSpeaker: Dr. Shawn Wilson – Secretary LaDOTD\, and President of AASHTO 2022 \nPresentation Description:  \nMore information to come! \nSpeaker Bio: \nDr. Shawn Wilson was appointed Secretary of the Louisiana Department of Transportation and Development (DOTD) by Governor John Bel Edwards in January of 2016 and is now serving as Secretary for a second term. He has more than 15 years of executive service at DOTD. Under his leadership thus far\, DOTD has ushered in project finance and project innovations\, including Public Private Partnerships and Construction Manager at Risk projects. During his tenure as Secretary\, DOTD has awarded more than $4.6 billion in construction projects. \nDr. Wilson is Vice-Chair of the Transportation Research Board (TRB) Executive Committee and is the President of the American Association of State Highway and Transportation Officials (AASHTO). \nDr. Wilson earned a B.A. in Urban and Regional Planning from the University of Louisiana and holds a Master of Public Administration degree\, as well as a Ph.D. in Public Policy from the Nelson Mandela School of Public Policy at Southern University. \nShawn and his wife\, Rocki\, reside in Lafayette\, they have two children\, one son-in-law\, and two beautiful grandchildren.

DESCRIPTION:Location:  Grand Ballroom C \nSpeaker:  Jimmy Farrell – ASTM \nPresentation Description \nThis presentation is aimed at educating attendees on ASTM International and our standards development process. ASTM committees are made up of volunteer members who participate in all aspects of an industry\, and the more voices that participate\, the more relevant the standards will be to the marketplace. Once and understanding is created on ASTM the organization\, we will then give an overview of Committee C13 on Concrete Pipe to demonstrate how the committee is addressing all areas of standardization in the concrete pipe\, concrete box sections and concrete manhole sections used for constructing sewers\, culverts\, irrigation and drainage systems\, low pressure pipeline systems\, and for factory-made compression and self-energizing joints. \nNow that attendees know how to participate\, two case studies will be shared by an ASTM member\, highlighting: a need for standardization\, how that idea got brought to C13\, the way a task group works together to turn the need into a standard\, the ASTM balloting process shaping the content of the standard to be relevant in industry\, and finally its application as an approved document. \nSpeaker Bio \nJimmy Farrell is a manager in the Technical Committee Operations Division of ASTM International\, one of the largest voluntary standards development organizations in the world. \nIn his role\, Jimmy has direct responsibility for the standards development activities within Committees C04 on Vitrified Clay Pipe\, C28 on Advanced Ceramics\, D37 on Cannabis and C13 on Concrete Pipe. By bringing together industry and manufacturers\, consumers\, testing labs and regulators within Committee C13\, Jimmy manages the technical committee that addresses the formulation and review of specifications\, methods of test and definitions for concrete pipe\, concrete box sections and concrete manhole sections used for constructing sewers\, culverts\, irrigation and drainage systems\, low pressure pipeline systems\, and for factory-made compression and self-energizing joints. As well as development and review of practices and guides covering design installation\, testing\, economic evaluation\, inspections\, rehabilitation\, maintenance\, and all other post installation and performance matters of concrete pipe systems and products listed above. \nJimmy earned his bachelor’s degree in Communications Journalism from Shippensburg University.

SUMMARY:DOT Pipe Inspection Crews
DESCRIPTION:Location:  Grand Ballroom C \nSpeaker:  Joseph Barbour\, P.E.\, – NCDOT \nPresentation Description: \nThe NCDOT Materials and Tests CCTV pipe inspections are performed by NASSCO PACP licensed technicians and engineers. Materials and Tests’ CCTV pipe inspections focus primarily around project level quality acceptance inspections and reactive maintenance-based investigations. Primary defect observations that are taken on project level\, quality acceptance-based inspections on newly installed pipes are reflective of the observations and defects noted in the NASSCO PACP manual and range from cracks/fractures to offset and separated joints. Some of Materials and Test’s recent research initiatives involving CCTV pipe inspections have ranged from a recently conducted Statewide HDPE pipe survey to an ongoing Statewide environmental survey to understand better how and where bats are inhabiting small diameter\, NCDOT maintained culverts. \nSpeaker Bio:\n \nJoseph Barbour\, P.E.\, is the State Data Collection and Investigations Engineer for the North Carolina Department of Transportation Materials and Tests Unit. In 2012 he graduated from North Carolina State University with a Bachelor’s of Science degree in Mechanical Engineering. Joseph joined the DOT in 2019 as a State Data Collection Engineer. Prior to that he was a Project Design Engineer within the automotive\, hydraulic\, electrical engineering industries focusing on design\, testing\, manufacturing\, and project management. Joseph’s current position is responsible for providing the Department with both destructive and non-destructive testing\, investigation services\, data collection efforts\, research\, and analysis on pavements and subsurface structures.

It has been one of the main focuses of DelDOT with many benefits; limiting the impact to the traveling public\, speeding up the construction process and incorporating innovative designs to streamline project delivery. Pre-cast concrete structures are a key asset of ABC\, providing ready-to-use structural components without the need for forming\, curing and fabrication in the field. In this presentation\, Santiago and I will be covering multiple projects that utilized ABC to replace bridges at a rapid pace in comparison to traditional construction. \nSpeaker Bios:\n \nSantiago Rodriguez has over six years of Delaware Department of Transportation experience\, he has been involved in multiple culvert replacement projects and currently works as a Project Manager in their Bridge Design Section. \nJonathan Karam has over nine years of experience at DelDOT\, he currently works as a Project Manager and has designed numerous bridge projects. He has been involved with many pipe lining projects and assists both Construction and Maintenance departments with Spray Applied Pipe Lining.

She held the Assistant Chief of Project Management position for 3 years\, and has more than 10 years’ experience in the Project Management Division. While Assistant Chief of Project Management\, she effectively managed a team of 7 Project Managers who delivered quality projects. Jenica valued her team and kept morale high despite a challenging working environment. She successfully recruited and retained top talent for open positions and was the “go to” person for other Divisions and outside agencies when issues arose. \nThroughout her career\, she has formed and maintained positive relationships with professionals both inside and outside the Department and has also proven to continually make intelligent decisions. Jenica is well known for getting the job done. She possess strong communication\, people\, coaching\, coordination and organization skills.

DESCRIPTION:Location:  Frisco 2 \nSpeaker:  Trygve Hoff\, P.E. – American Concrete Pipe Association \nPresentation Description\nAt its heart\, Asset Management is a business concept. Used successfully in asset heavy businesses\, such as railroads\, power companies\, and the technology sector\, it has provided business leaders with the tools to capitalize on the value of their tangible resources. In the last 30 years the concept has gained popularity in the public sector as well\, to the point that the FHWA has required every state DOT to develop their own Asset Management program. In this introduction to asset management\, we will look at the basic concepts of valuing tangible resources\, explore several of the programs developed by states and cities across the country\, and look at why drainage infrastructure should be included in the programs of cities\, counties\, and states. \nSpeaker Bio\nTrygve W. Hoff\, PE\, is the Northeast Region Engineer for the American Concrete Pipe Association (ACPA). Tryg graduated with a BS in Civil Engineering from The Ohio State University and served in the Peace Corps in Haiti after college. His professional experience ranges from environmental consulting in Ohio\, to architectural engineering in beautiful Lake Tahoe\, California. Tryg lives in Madison\, Virginia\, near the Blue Ridge mountains with his wife\, Brooks\, on a small 40-acre horse farm. Tryg has been promoting resilient infrastructure with the ACPA since 2012.

DESCRIPTION:Location:  Frisco 2 \nSpeaker:  Jason Van Nice\, P.E. – KDOT \nPresentation Description:\nThe Kansas Department of Transportation’s Turner Diagonal: Partnering for Growth project in Kansas City brought together public and private partners to re-imagine a decades-old interchange in order to improve safety\, reduce congestion\, promote development\, and provide better access to public transit. This presentation will tell the story of how the team leveraged the power of partnership to deliver this multiple award-winning project on an accelerated schedule. \nBio\nJason started with KDOT in 2004 as an Engineering Associate in the Hays Area Construction Office. During his KDOT career he as held served in various positions including Lawrence Area Construction Engineer\, Statewide Stormwater Compliance Engineer\, Kansas City North Metro Engineer\, and is currently Assistant Chief of Construction in KDOT’s Bureau of Construction and Materials. Luke has worked on many WSDOT fish passage and bridge scour projects and also provides guidance for stormwater management design and is responsible for developing an asset management plan for all WSDOT hydraulic features. Luke is a registered professional engineer in Washington State\, a Certified Erosion Control Lead\, and a member of the American Public Works Association. \nCorey Fraser graduated from the University of Texas at Arlington with a Bachelor of Science in Civil Engineering and a Masters in Infrastructure Engineering and Management. \nCorey has been with the American Concrete Pipe Association for 10+ years\, most recently\, as the State Director for Concrete Pipe Northwest. He served as ACPA’s Director of Engineering Services before becoming President in August 2005. He left the ACPA in 2017 and joined HawkeyePedershaab as V.P. Sales for the North American Market. Prior to that he was the Cement and Concrete Engineer for ODOT for 7 years. A native of the Cleveland area and graduate of Cleveland State University\, he obtained both his bachelor’s and master’s degrees in Civil Engineering. Previously\, he worked at NCDOT for 6 years. Craig Stevens is the Bridge Design Engineer with 18 years of experience at DelDOT.  Craig will provide insight into the different topics relating to precast concrete construction and design\, address issues DelDOT has had dealing with innovative ABC techniques and then discuss the solutions to the problems. \nSpeaker Bio\nCraig A. Stevens graduated from The University of Delaware with a Bachelor’s of Science in Civil Engineering in June of 2003.  His focus was primarily on structure design and analysis.  During his school\, Craig interned for the Delaware Department of Transportation (DelDOT) as a construction inspector for three years.  Craig was hired by DelDOT in June or 2003 and he has worked there ever since (18 years).  In his 18 years with DelDOT\, Craig has worked in bridge inspection\, bridge construction\, and bridge design.  Craig is the Delaware Department of Transportation’s Bridge Design Engineer as he heads the entire Bridge Design Section for DelDOT.  Craig is a member of the AASTHO Bridges and Structures committee along with the T-6 committee dealing with Fiber Reinforced Polymer.

A basic introduction to 2D hydraulic modeling will be included. Case studies will be used to show how 2D modeling has been utilized to develop more confident and effective solutions for transportation designs. \nSpeaker Bio\nJeremy (J.R.) Taylor has seventeen years of design and engineering experience in hydrology\, hydraulics\, and transportation engineering. J.R. served as a District Hydraulics Engineer for the Hydraulic Section of the Montana Department of Transportation (MDT) for 15 years and has spent the last 2 years as a Project Manager for MDT. \nAs a District Hydraulics Engineer\, J.R. was responsible for the Hydraulic design activities encompassed in MDT projects\, including the engineering analysis and design of; bridge waterway openings\, floodplain analysis and permitting\, scour analysis\, culverts\, fish passage\, storm drains\, roadway drainage\, erosion and sediment control\, detention and retention basins\, bank stabilization\, stream restoration\, agricultural irrigation systems\, and lawsuit expert witness work. \nIn addition to his duties at MDT\, J.R. was part of the Federal Highways Associations (FHWA) EDC-4 and EDC-5 Innovation team for Collaborative Hydraulics: Advancing to the Next Generation of Engineering (CHANGE). As part of the CHANGE team\, J.R. presented around the country to leaders of many state DOTs about the great benefits of 2-Dimensional Hydraulic Modeling and the advancements in Hydraulic Engineering.

SUMMARY:Headlight Inspection Program
DESCRIPTION:Location:  Frisco 2 \nSpeaker:  Tyson Rupnow\, PhD – LADOTD \nPresentation Description\nTraditionally\, DOTD has relied on a primarily paper-based process for field data collection. Mobile technology (defined as hardware and software that can be used in concert to allow integrated data collection\, access to project-related information\, and realtime communication capabilities) continues to improve and become more affordable. This research project explored the feasibility of replacing the traditional\, paper-based inspection process with a cloud-based\, mobile project inspection technology named HeadLight\, piloting this technology on over 50 projects across four districts in Louisiana. A materials module was also developed. Inspectors using HeadLight experienced a 28 percent increase in productivity when creating and submitting daily work reports (DWRs). The increase in productivity for Department-wide adoption is estimated to exceed 117\,000 hours per year. Inspectors collected and shared 1.9 times more observations while increasing the number of photo and other media observations which contributes to a more complete record of the project and provides immeasurable value to DOTD. Project inspectors using HeadLight provide more complete and consistent data tagged with time and location metadata. DWRs are automatically generated from daily observations eliminating omission and transcription errors with submission rate improvements up to 66 percent completed within 24 hours and up to 82 percent completed within 72 hours. By increasing the timeliness of submitted DWRs\, data is more readily available across DOTD. Data stored in HeadLight provides a wealth of material for future training of new employees and even training of existing employees for particularly unique construction scenarios. It was observed that none of the projects using HeadLight had a lost claim that occurred during this pilot study. While more research is warranted\, this suggests that HeadLight provided both DOTD and contractors an improved communication platform to resolve issues before they escalated to a dispute and/or claim. It is anticipated that the benefits listed will be more considerable when the technology is further leveraged using big data analytics. \nSpeaker Bio \nDr. Rupnow is the Associate Director for Research at the Louisiana Transportation Research Center (LTRC). Dr. Rupnow holds a M.S. in geotechnical engineering and a Ph.D. in civil engineering materials from Iowa State University. Prior to joining LTRC\, he worked as a post doctoral research associate for the National Concrete Pavement Technology Center in Ames\, Iowa. Prior to promoting to the Associate Director\, Research where he administers the research program for the Louisiana Department of Transportation and Development (LADOTD) and serves as one of the State RAC members\, he served as the Senior Concrete Research Engineer for 6 years. Work included evaluation of high portland cement replacement ternary mixtures\, implementing the surface resistivity test method\, and full scale load testing and evaluation of RCC and bonded concrete overlays on asphalt. Dr. Rupnow currently serves as an adjunct instructor for Louisiana State University where he occasionally teaches Civil Engineering Materials Laboratory\, Soils for Construction\, and a graduate course in Concrete Materials. Dr. Rupnow also holds a Research Associate Professor position with the University of Louisiana Lafayette. Dr. Rupnow is a member of TRB Committees AFN30 Durability of Concrete and AFN10 Basic Research and Emerging Technologies for Concrete and is a Member of ACI – Louisiana. Dr. Rupnow is a licensed registered professional engineer in the state of Louisiana.

In 2013\, Barth was appointed as Fort Worth district engineer and served on the Regional Transportation Council of the North Central Texas Council of Governments working to solve Metroplex-area transportation issues. \nSpeaker Bio\nPeople are TxDOT’s most important customer\, asset\, and resource. The well-being\, safety\, and quality of life for Texans and the traveling public are of the utmost concern to the Department. SUMMARY:Flooded Backfill
DESCRIPTION:Location:  Frisco 2 \nSpeaker:  Wes Musgrove – IowaDOT \nPresentation Description\nWhen backfilling and compaction by flooding is required\, backfill may be placed in lifts up to 2 feet thick. Place backfill simultaneously on both sides of culvert. Determine if pipe culverts need to be restrained and take appropriate actions to prevent floating of culverts during backfilling\, flooding\, and compaction. This session will cover Iowa DOT’s path to the use of flooded backfill. From recognizing pavement degradation issues at culvert crossings\, to evaluation of the cause\, to the results of the solution. Flooded backfill has provided benefits surpassing the expectation for Iowa DOT. \nSpeaker Bio\nWes holds a B.S degree in Civil Engineering from Washington State University and has 25-years of experience with the Iowa DOT\, 16-years of which have involved construction contract administration and materials-related responsibilities in the field in various capacities. Wes’ more recent experience includes 6 years as the District 1 Construction Engineer overseeing construction contract administration and materials inspection in 12 counties in central Iowa\, followed by 4 years as the Director of the Contracts and Specifications Bureau. Wes currently serves as the Director of the Iowa DOT’s Construction and Materials Bureau\, where his responsibilities as the State Construction and Materials Engineer for the past 5 years include central administrative oversight of Iowa’s $800 Million state transportation improvement program.
