SUMMARY:Ethics and Safe Design
DESCRIPTION:Location:  Grand Ballroom C \nSpeakers:  T. Mike Toole\, P.E.\, PhD\, F.ASCE – UT \nPresentation Description: \nPrevention through Design (PtD) is an emerging safety management technique in which the safety of construction and maintenance workers is explicitly considered during the design of a project. Also called Design for Safety and Safety by Design\, PtD has applications in many industries\, is a direct application of engineering codes of ethics relating to social sustainability principles\, and can contribute to achieving resilient infrastructure. This presentation will summarize the PtD concept\, discuss the articles in the ASCE Code of Ethics that favor PtD\, provide examples from multiple construction sectors\, and discuss processes and tools needed to enable PtD. \nLearning objectives include:\n1)gain understanding of the principles and processes underlying Prevention through Design\n2) gain understanding of engineering codes of ethics by applying the ASCE Code of Ethics to an emerging safety management technique\n3)to gain an understanding of how common business interests may conflict with implications of engineering code of ethics. \nSpeaker Bio:\n \nT.Michael Toole is the Dean of the College of Engineering at the University of Toledo. His industry experience includes leadership positions in the U.S. Navy Civil Engineer Corps\, a national home builder\, and a multidisciplinary engineering firm. Mike received his B.S. from Bucknell University and his Masters and Ph.D. from M.I.T. Heisa PE\, a Fellow in ASCE\, and an elected Board member of the Toledo Society of Professional Engineers and the ASEE Engineering Deans Council Executive Board. DESCRIPTION:Location:  Grand Ballroom C \nSpeakers:  Josh Beakley\, P.E. – American Concrete Pipe Association \nPresentation Description: \nEnglish Churchman\, Robert South\, once said\, “Problems can become opportunities when the right people come together.” For the past 17 years\, through its annual Project Achievement Award\, the American Concrete Pipe Association has celebrated the innovation put forth when state DOTs have partnered with precast pipe and box producers on difficult projects. With the additional cooperation of the project engineers and contractors\, these teams have turned problems into opportunities\, and enhanced our nation’s infrastructure in the process. This is not a session on standard design procedures and common installation practices. Instead\, this session will review some of the exciting projects that have been submitted to the ACPA for the Project Achievement Award over the years\, and what has made them so unique. \nSpeaker Bio:\n\nJosh Beakley is Vice President of Engineering for the American Concrete Pipe Association. He is a registered professional engineer in the state of Virginia. Josh received his B.S. in Civil Engineering from Rutgers University\, New Brunswick\, NJ and received his Masters in Geotechnical Engineering from the University of Texas at Arlington. \nJosh has been with the American Concrete Pipe Association since 1994. Prior to joining ACPA\, he worked as a Civil Engineer for the Bechtel Power Corporation. \nIn his job functions for the American Concrete Pipe Association Josh represents the industry on national standards making committees. He also coordinates research and design programs for the precast concrete culvert industry. Occasionally\, he assists engineers with the design and specification of precast concrete pipe and box culverts as well as performing educational seminars. \nJosh is a member of ASCE\, ACI\, ASTM\, and participates in AASHTO functions. He is a Spangler Award Winner\, and an Award of Merit Honoree of ASTM\, as well as a Heger Award Honoree of ACPA. He was also an ASCE Outstanding Reviewer in 2020 for the ASCE Journal of Pipeline Systems Engineering and Practice.

DESCRIPTION:Location:  Grand Ballroom C \nSpeaker:  Margarita Takou\, PhD\, P.E.\, ENV SP – American Concrete Pipe Association \nPresentation Description: \n\n\n\n\nQuality Control and Assurance of the precast infrastructure is streamlined with a plethora of peer reviewed practices and tools that will be discussed during this presentation. These tools are available starting from production in the plant level to inspection throughout its service life. The short-term reward of minimal quality control and assurance cost or time saving during production\, construction\, and post installation inspection is usually far outweighed by the consequences of unscheduled maintenance. \n\n\nThe use of proven and resilient products as well as consistency in inspection\, reporting\, personnel training\, and equipment verification is required to ensure our infrastructure reaches or exceeds its designed service life. \n\n\n\n\nSpeaker Bio: \nCurrently based in Irving\, Texas\, she has been working for the ACPA since September of 2016. As Technical Resources Manager\, she works with members and engineers on any technical items related to concrete pipes and boxes. She manages the QCast program and is also a committee staff liaison between Research\, Quality\, and Safety.
