DESCRIPTION:Location: Frisco 3\,4\, 5 \nSpeakers:  Joe Black\, P.E. – MnDOT\nRiley Dvorak\, P.E. – Rinker Materials \nPresentation Description: \nUpdating standards can be a tremendously tedious process that inevitably involves many stakeholders. Over the past 6 years\, the Minnesota DOT (MnDOT) and the Minnesota Concrete Pipe (MNCPA) have engaged in a joint technical committee focused on updating and improving concrete pipe and box culvert standards for the advancement of Minnesota infrastructure and the precast industry. The committee includes representation from MnDOT materials\, bridge\, and hydraulic departments as well as 4 different local precast producers. The committee has progressively been working through updates to different sets of standards including pipe\, arch pipe\, manholes\, and box culverts\, as well as the development of new product standards. Throughout this process\, open communication and partnership have helped to find amicable solutions and advance standards in a direction that makes sense to MnDOT and the precast producers. This presentation will focus on lessons learned from this engagement and the realized benefits of regular collaboration between DOT and producers. \nSpeaker Bios: \nJoe Black is a licensed professional engineer working for the Minnesota DOT (MnDOT) Bridge Office\, Standards and Research division. Joe is in charge of the design of standards including precast concrete box culverts\, concrete pipe\, and other features such as CIP cantilever retaining walls. He has 13 years experience with MnDOT with 6 years of experience working with MnCPA. Joe lives with his wife and 5 children in North St. Paul\, MN. \nRiley Dvorak is a licensed professional engineer serving as the technical resource engineer for Rinker Materials in Minnesota. Riley holds over 9 years of experience in the reinforced concrete pipe industry with a diverse array of experience. Currently\, his primarily role is standard development on both local and national levels. Riley and his wife reside in Prior Lake\, MN with three boys under 5 years old.

SUMMARY:Creating New DOT Standard Drawings & Specifications
DESCRIPTION:Location: Frisco 3\, 4\, 5 \nSpeakers:  Adrianna Lash – Rinker Materials\nAmjad Alzubi\, PE – AZ DOT\n \nPresentation Description: \nWe will give a brief overview of the new Arizona DOT precast reinforced box culvert standard drawings and specification published May 2023\, how the conversation was initiated\, and why the standard drawings and specification were needed in Arizona. We’ll discuss how a DOT creates standard drawings and specifications\, the importance of industry participation\, and what’d next now that the precast RCB specification is published. \nSpeaker Bios: \nOriginally from Jordan\, Amjad attended the University of Arizona\, and graduated in December 1998. Hired by Arizona DOT in April\, 1999. Started as a bridge designer\, then promoted to a bridge engineer\, then to a senior bridge engineer. In 2017\, Amjad was promoted to a newly created position as the first Bridge Standards Engineer. Currently\, the team leader for one of the 3 Bridge Group design sections. As the Bridge Standards Engineer\, Amjad oversaw and regulated all modifications to ADOT’s Standard/Stored Specifications related to Bridges and Structures. Amended all Bridge Group’s Standard Drawings to include railings\, approaches\, deck joints\, culverts\, retaining walls\, sound barrier walls\, and traffic structures inclusive of tubular sign structures and Dynamic Message Sign tubular frames. Updated all ADOT’s Traffic Lighting and Signal Standards per AASHTO’s required specifications. Assisted Bridge Group engineers/designers in drafting and modifying specifications for projects. Amjad works side by side with ADOT’s Roadway and Traffic Groups Standards Engineers and assist with structural related issues affecting their area of expertise. \nAdrianna graduated from Arizona State University in 2018. Shortly after\, she started her career in storm water treatment with AbTech Industries\, helping industrial\, commercial\, and municipal customers meet storm water NPDES permit requirements (pollutant discharge requirements). In 2020\, she joined Oldcastle Infrastructure and entered the world of precast concrete drainage structures. She joined Forterra Pipe & Precast\, now Rinker Materials\, as a Technical Resource Specialist in late 2021. She currently offers support to consulting engineers and agencies\, like ADOT\, in both the Arizona and New Mexico market.

SUMMARY:Creating and Implementing Aquatic Connectivity Policies for WisDOT Administered Projects
DESCRIPTION:Location: Frisco 3\, 4\, 5 \nSpeaker:  Ed Lilla\, P.E. – WisDOT \nPresentation Description: \nAfter over 10 years of discussions and an ad hoc project by project approach to addressing Aquatic Connectivity (also known as Aquatic Organism Passage or AOP)\, in 2021 the Wisconsin Department of Transportation and Wisconsin Department of Natural Resources issued an attachment to their Cooperative Agreement to address Aquatic Connectivity needs on projects. While AOP for road-stream crossing design has become common practice for coastal states to address the seasonal migration of anadromous fish species\, it has been slower to be implemented in midwestern states. This presentation discusses the challenges in creating and implementing AOP policies and standards at Wisconsin DOT. Inclusive in the discussion will be how AOP designs have increased the use of large diameter precast pipe and some of the unique challenges related to construction. \nSpeaker Bio: \nEd serves as one of Wisconsin DOT’s statewide drainage engineers in its Central Office Bureau of Project Development where he has worked the last 7 seven years. His responsibilities include development of WisDOT’s policies\, specifications\, and guidelines that relate to all things drainage apart from bridges. Prior to coming to WisDOT\, Ed worked primarily as a consultant specializing in municipal and environmental engineering. Ed lives in the driftless area of southwest Wisconsin with his wife and family.

DESCRIPTION:Location: Frisco 3\, 4\, 5 \nSpeaker:  Mark Buckalew\, P.E. – DelDOT \nPresentation Description: \nMore information coming soon! \nSpeaker Bio: \nMark Buckalew is the Assistant Director and Chief of Construction and Materials for Delaware Department of Transportation\, also known as DelDOT. Mark has worked for DelDOT since 2006 where he started as a Resident Engineer on highway construction projects. He moved to the position of Area Engineer where he managed a number of large projects ranging from $2 million to $120 million. In 2018 he moved to the position of Safety Program Manager for the State of Delaware.  Prior to joining DelDOT Mark worked for a number of consultants where he managed highway construction projects. Mark also brought e-ticking to Delaware\, the first state to provide state-wide hot-mix tickets electronically to all contracts. \nMark graduated from the University of Delaware where he attended college at night with a degree in Engineering Technology. He obtained his P.E. license in 2016. Currently he is also an adjunct instructor at Delaware Technical and Community College. He has been married for over 25 years and is a proud father and grandfather. To quote Mark\, “construction is my passion and integrating new technologies into the industry is my goal.”

Jeff has been with the Iowa DOT for roughly 15 years and has served as the Testing Engineer for roughly 4 years. Prior to serving as the Testing Engineer\, he served as the District 1 Materials Engineer. District 1 works directly with 6 (Rinker\, Midstates and I-80) precast plants\, and one (Rinker) prestress plant. Jeff obtained his BS in Civil Engineering from Iowa State and his MS in Civil Engineering with an emphasis on Structures from Kansas State. Jeff is a licensed engineer in the state of Iowa. When Jeff has free time\, he enjoys spending time with his family including 3 grandchildren. Jeff also enjoys spending time outdoors
