Presentation Description
WSDOT Fish Passage Projects involve complex construction conditions with severe time constraints. Learn how WSDOT and Precast Concrete Producers have worked together to incorporate innovative planning, design, materials, and construction methods to meet these stringent requirements.

At the conclusion of this session, participants will be better able to:

  • Recognize the legislative and design challenges facing WSDOT’s fish passage program.
  • Identify critical design and construction components of precast concrete culverts used for fish passages
  • Make informed decisions on accelerated construction using precast options.

Speaker Bios
Luke Assink is currently the Hydraulic Design Manager for the Washington State Department of Transportation. He had 7 years of experience as a highway and stormwater engineer before joining the WSDOT Headquarters Hydraulics Office in 2013. Luke has worked on many WSDOT fish passage and bridge scour projects and also provides guidance for stormwater management design and is responsible for developing an asset management plan for all WSDOT hydraulic features. Luke is a registered professional engineer in Washington State, a Certified Erosion Control Lead, and a member of the American Public Works Association.

Corey Fraser graduated from the University of Texas at Arlington with a Bachelor of Science in Civil Engineering and a Masters in Infrastructure Engineering and Management.

Corey has been with the American Concrete Pipe Association for 10+ years, most recently, as the State Director for Concrete Pipe Northwest. He is a licensed Professional Engineer in the state of Texas.
