Joe works closely with the concrete pipe industry professionals from across the state to assist & support local municipalities, DOT engineers, and other public & private stakeholders in meeting their critical infrastructure needs. As State Engineer for the GCPA, Joe’s focus is on specification consultation, technical training, and installation best-practices to ensure robust support for concrete pipe and box culvert products.
